"Doubling down" involves doubling your wager and getting just one more card when you feel strongly that you will beat the dealer when doing so.
Always double down on 11, double down on 10 or 9 against a weaker dealer card.
"Splitting" allows you to double your bet by splitting two identical cards into separate hands.
Always split aces and 8's. Always split 2's or 3's against a 4, 5, or 6. And never split face cards, 10's, or 5's

Payout percentages from some casinos are certified by a major accounting firm, percentages from some casinos are simply provided by the casino themselves without certification, and there are some casinos don't even provide payout percentages. Comparing payout percentages is really, for that reason, comparing apples and oranges.
Payout percentages that are certified change every month, and can change drastically. We've seen some casinos certified at over 98% one month, and at under 95% the next.
Payout percentages are just that, percentages of the total amount wagered each month. The average person would have to wager tens of thousands of dollars in a month, before the payouts would even begin to have any real relevance to their actual play.
Imagine walking into a casino and putting $20 into a slot machine. The payout percentages for that particular machine really wouldn't have any bearing on whether you win or lose with that $20 - you're simply not betting enough for the percentages to really mean anything.
